How do you determine the amount you request for escrow?

The amount is determined by analyzing the anticipated out of pocket cost for local monitoring (usually an uncovered service) as well as the anticipated out of pocket maximum, or self-insured retention amount, for a given insurance policy within a given calendar year. For 2016, we averaged $2,000 per surrogate, and/or donor for local monitoring (per cycle), and $4,000 in maternity and delivery deductibles for surrogate out of pocket expenses. This being known, the amount requested can vary depending on the number of cycles required, costs charged by providers, amounts covered by insurance, and types of medical providers used during the journey.

How are the funds sent to NES Assurance for each journey protected?

NES Assurance establishes a client trust for each journey. The funds used for medical costs are held in a separate bonded account with TD Bank. In addition, NES Assurance uses an advanced treasury service bureau for international wire transfers as well as for payments to medical providers. Additional safeguards include a locked safe for pending deposits, insurance for theft and cyber attacks, and background security checks for all employees.

Why do costs vary so much among journeys, and among providers?

Each journey is different, and therefore charges will be different. Variances in pricing can include different contracts between insurance and providers, costs related to different demographic regions of the country, as well as provider types and services rendered. One of the most challenging aspects of managing medical costs in this country is the overall lack of regulation to what a provider can charge. This is why NES Assurance contracts with multiple networks and utilizes the most current resources available controlling variable costs.

How can I track how my funds are used?

NES Assurance sets up an online account portal for each journey that allows intended parents and surrogates the ability to login and see transactions as well as view balances. This online tool features a billing portal that allows surrogates to take pictures of their bills with their smart phone and upload photos of bills directly to the site, as well as the ability to login and match dates of service with total charges, types of providers, etc. Login information is sent upon enrollment and allows complete monitoring of costs associated with each step of the journey.

What happens to left over funds?

Any funds remaining in the medical expenses trust account are returned after the journey. This process can take up to six months as it requires confirmation that all bills have been paid and that there are no outstanding charges left for consideration. Once a journey is complete, permission is sent to the intended parent or agency to close the account, at which point, as long as a credit card is kept on account, funds can be returned via wire or check.
